Thailand's Ebola Entry Measures: Suvarnabhumi Only, TDAC Registration and What Agents Should Check

Since 27 May 2026 Thailand has required travellers arriving from or through the Democratic Republic of the Congo and Uganda to enter through Suvarnabhumi Airport only, to be screened on arrival and to register in advance on the Thailand Digital Arrival Card, according to TAT's notice of that date. Travellers without symptoms must be quarantined at a place the authorities designate for at least 21 days. Uganda has since declared its own outbreak over, and we have found no Thai notice that changes the rules, so the safe position is to treat them as in force until the Department of Disease Control says otherwise. What the notice says

TAT's notice, which says the National Communicable Disease Committee approved the measures on 26 May, applies from 18:00 Thai time on 27 May to anyone arriving from or transiting through the two countries, which are designated dangerous communicable disease areas. Entry is through Suvarnabhumi Airport only. Disease control officers screen arrivals under the Communicable Diseases Act. Travellers without symptoms are quarantined at an authority-designated place for at least 21 days, and those with symptoms compatible with Ebola are referred for isolation at a designated public health facility for at least 21 days. Foreign nationals from affected areas must register through the Thailand Digital Arrival Card before travel, and airlines must screen passengers before departure and send passenger details to the authorities in advance. The measures follow the World Health Organization's determination that the outbreak, caused by the Bundibugyo virus, is a Public Health Emergency of International Concern, and they stay in place until the situation improves or the WHO and Thai health authorities give further notice. The Department of Disease Control hotline is 1422.

What is unclear

Uganda declared its outbreak over on 28 July, and the UAE has reported lifting entry restrictions on Ugandan citizens, but the outbreak in the Democratic Republic of the Congo was still being reported in September. We found no Thai announcement removing Uganda from the list, and a recent law-firm summary still lists the Suvarnabhumi-only requirement, though that is not an official Thai notice. Early reports in May described the quarantine requirement differently from TAT's own wording, so rely on the TAT notice and the hotline, not on summaries.

What to check before you quote

Few clients start in either country, but the rule covers transit, so a client whose routing passes through Kinshasa or Entebbe is caught, as is a group member or guide who has been there. Ask for each traveller's full routing at booking, and ask your Thailand DMC to confirm the current status with the Department of Disease Control before any such client is quoted. If the rule applies, the arrival must be planned into Suvarnabhumi, and a quarantine of at least 21 days cannot be sold as a holiday.
